I surf the web and found some tips that might be helpful to fix galaxy Note 9 can’t send or receive text messages problems.

Restart your Galaxy Note 9

Press & hold the power button and tap the restart option to reboot your Samsung Galaxy Note 9 Phablet. Sometimes this galaxy Note 9 soft reset will fix small bugs and improve your phone performance.

Check network signal strength

If you can’t see the signal icon or no bars on your device status bar, you can’t send or receive SMS, MMS and call also. Find a nearby place that has a strong network signal. After getting a network signal, try to send messages to someone and check fix problems or not.

Enable or Disable Mobile data

Make sure to disable mobile data on your device.

Swipe down notification panel twice > Tap on Mobile data > Toggle on or off 

Turn on Airplane mode

Enable airplane mode for 30 seconds and then again disable it in your device. Now check your device network signal.

Use Google messages app or Textra to fix Samsung Note 9 can’t send or receive text messages 

When I use the Samsung messaging app, I can’t send or receive MMS to other mobile carriers. Uninstall the default Samsung Messages app from your device and install the Google messages app or Textra to solve the MMS issue.

Remove SIM Card & reinstall again

Make sure the SIM card inserted properly in your galaxy Note 9. Just remove the SIM card from the SIM tray and restart your phone. After a restart, your device, reinsert the SIM card and try to send text messages to another contact.

Clear messages app cache to fix can’t send messages from Galaxy Note 9

Step 1: Open Settings in your Note 9.

Step 2: Tap Apps & notifications.

Step 3: Tap app info.

Step 4: Select the messages app you want to clear the cache.

Step 5: Tap storage.

Step 6: Tap Clear cache.

Now restart your Samsung galaxy device and try to send or receive a message.

Reset Network Settings

Step 1: Go to settings in your Samsung devices.

Step 2: Tap on General Management.

Step 3: Tap on Reset.

Step 4: Tap on Reset network settings.

Step 5: Tap Reset settings.

Enter the screen lock to continue the process.

Step 6: Tap Reset settings again.

Factory reset galaxy Note 9 using the phone settings

It will erase all your Samsung Note 9 data such as internal storage, Samsung account, photos & videos and more. Before factory reset note 9 settings, back up & restore data safely to other devices.

Step 1: Swipe down the notification panel twice and tap the Settings gear icon.

Step 2: Tap Reset under General management.

Step 3: Tap Factory data reset.

Step 4: Tap Reset phone.

Step 5: Tap Delete all.

Now restart your device and check to fix the SMS problem or not. If not fix the problem, hard reset galaxy Note 9 using hardware buttons.
