How to Auto Record Calls on Galaxy S10 Plus and S10 One UI 1.1
You can record a phone call on galaxy S10 without the person knowing using below given settings.
Step 1: Open the Phone app in your Samsung S10 plus.
Step 2: Tap Three vertical dots (More) at the upper right side corner of the screen.
Step 3: Tap Settings.
Here you can see block numbers, caller ID & Spam protection, record calls, caller alerts, Wi-Fi calling, voicemail and more.
Step 4: Tap Record calls.
Step 5: Turn on Auto record calls toggle.
Step 6: Choose from All numbers/unsaved numbers/selected numbers.
You can also choose which numbers to automatically record calls with your Samsung Galaxy S10 Plus and S10 One UI.
Step 7: Tap Auto record numbers.
Now automatically record calls on galaxy S10 plus and S10 devices.
How to enable caller ID and spam protection on Galaxy S10 Plus

There is no option auto record calls or call recording.
Not all countries supported auto record calls. Also check for carriers in countries, not all carriers supported record calls.
I’m in US and cannot find the auto record calls section of the phone app. Is the US blocked? If so, is there any way around that other than installing an app to do that?
