Step 1: Open the Phone app on your Pixel.
Step 2: Long press the unknown number or contact name from the recent contact list and tap on Block/Report junk.
Step 3: Click on Block.
You can see that number blocked in your Pixel.
Alternative Way: Phone app > Recent tab > Touch on any mobile number > History > Three vertical dots at the top right > Block > Block.

Step 1: To unlock a number, long-press the blocked number (follow above steps 1 & 2) and tap on Unblock.
