Step 1: Swipe down notification panel and tap on Settings gear icon
Step 2: Tap connections
Step 3: Tap Mobile hotspot and tethering
Here you can see mobile hotspot and USB tethering settings. By default turn off mobile hotspot in your galaxy S9 & S9 plus.
Step 4: Turn on Mobile hotspot toggle button
