1^st Method: Waiting for system software update    

First of all check any system software update is available in your galaxy S9 and S9 plus. If available then update you’re S9 & S9 plus, it might fix issue in your devices.

Settings > Software update > download updates

2^nd Method: Remove inserted fingerprint and again add fingerprint

While enable finger sensor gesture on S9 & S9 plus, swipe up or down on the fingerprint sensor to quickly open notification panel. But remember this gesture not working when the sensor is actively detecting your fingerprint.
