By default disable unknown source android 8 and 9 Pie devices for Chrome, Drive, Gmail, Instagram, Xender, WhatsApp etc. You can allow unknown sources on Android Pie 9.0 using below given apps & notification settings.

Step 1: Swipe down notification panel from top of the screen and tap Settings gear icon

Step 2: Tap Apps & notifications

Step 3: Tap Advanced

Step 4: Scroll down up to end of the page and tap Special app access

You can see several options such as battery optimization, device admin apps, display over other apps, Picture-in-picture, install unknown apps, unrestricted data and more.
