How to Manually Enable/Disable Contact Sync in Android Oreo
Step 1: Go to Settings in your Android Oreo.
Step 2: Tap on Users & accounts.
Step 3: Tap on Google account you use.
Step 4: Tap on Account sync.
Step 5: Disable contacts.
Now again enable contacts in your Google account and check to fix contact sync problem on the Android Oreo device. Also, turn off auto-sync on Android Oreo 8.0 & 8.1 using below settings.

Remove Google Plus Profile URL to Fix Google Contacts Not Syncing on Android Oreo 8
In the android central forum user said the contact sync issue occurred when you add your Google Plus contact directly. When adding a contact directly, the profile URL for that people in Google contacts is a web link for their Google+ profile. Now open Google contact list and remove the profile URL from the list.
Clear Cache & Data of Contact Storage
Step 1: Go to Settings in your Oreo 8.0 & 8.1.
Step 2: Tap on Apps & notifications.
In android Oreo devices, you can see recently opened apps option.
Step 3: Tap on See all apps.
Step 4: Tap on Three vertical dots at the top right side corner.
Step 5: Tap on Show system.
Step 6: Scroll down up to Contact storage and tap on it.
Step 7: Select Storage.

Step 9: Tap on OK.
