You can enable and use developer mode on galaxy S10 plus and S10 e using below given complete process in your devices.

Step 1: Swipe down the notification shade from the top of the screen and tap the Settings gear icon.

Step 2: Scroll down up to the end of the phone and tap About phone.

Step 3: Tap Software information.

Step 4: Tap Build number 7 times or until you can see this message on the screen: Developer mode has been turned on.

Step 5: Now tap back button twice to go to phone settings.

Here you can see Developer options at end of the page in your Samsung S10, S10 Plus, and S10e devices.

Step 6: Tap Developer options.

You can see several galaxy S10 developer mode settings such as system bug report, desktop backup password, running services, picture color mode, auto-update system, and more settings.
