How to Restrict Background Data on Android Nougat 7.0 & 7.1
When disabling data usage over cellular networks, you can still use data by connecting to a Wi-Fi network. But remember cellular data must be ON.
Turn Cellular Data ON/OFF
Settings > Data usage > Cellular data
Set Mobile Data Limit on Android Nougat 7.0 & 7.1
Step 1: Go to “Settings”.
Step 2: Under Wireless & network section, tap on “Data usage”.
Step 3: Tap on “Billing cycle”.
You can see by default disabled set data limit on Android phones or tablets.
Step 4: Tap on “Set data limit”
Step 5: Tap on “OK” to enable a set data limit on your device.
Your phone will turn off cellular data once it reaches the limit data usage you set.
Step 6: Tap on “Data limit”.
Step 7: Set data usage limit you want & press “SET”.
By default set data limit 5 GB. You can set the data limit in MB/GB.

Disable/Turn Off App Background on Android Nougat 7.0
Apps From home screen > Settings > Tap Apps under the device section > Select the app > Data usage > Toggle off “Background data”
Restrict Background Data For WiFi Networks
Settings > Data usage > Network restrictions > Turn on metered Wi-Fi network
Metered networks are worked as cellular when background data is restricted. When a large number of data downloads, it may send notification of it.
